What is the purpose of HEART?
Housing Entry And Residence Tracking is a repository of Mississippi Development Authority’s (MDA) affordable housing projects. Almost all of the properties in the HEART database have been constructed or repaired through MDA’s Long Term Workforce Housing, Small Rental Projects, or other approved properties regarding Single & Multi-Family residences. HEART will also serve as a listing agent for any affordable housing option(s) in the lower six (6) coastal counties of the Gulf Coast (George, Hancock, Harrison, Jackson, Pearl River, and Stone.
HEART will provide a Multi-Disciplinary approach to provide Gulf Coast residents a single interface for information sharing and housing solutions. Community Agencies can obtain listings for affordable housing options in order to meet the housing needs for their clients. HEART provides agencies access to an on-line Resource Directory of community services available to assist them locate programs or services to meet their clients’ needs.
How was HEART started?
After Hurricane Katrina destroyed the MS Gulf Coast, few affordable housing options were available. MDA began working with local residents to repair or rebuild small rental projects to begin the process of “Rebuilding” the coastal areas. While the process of rebuilding/rehabbing over 5,000 projects MDA took a larger scale look at the need for the Gulf Coast and decided a Long Term Workforce Housing project was needed to ensure residents of the Gulf Coast would successfully recover. Long Term Workforce Housing (LTWH) is a unique project that allows non-profit and business contractors to build large number of affordable housing units for either sale or rent. These projects focus on residents that fall in the median/low income category. A number of these LTWH projects also assist a resident with down payment assistance, differed property tax assistance, or other internal payment assistance to help residents of the Gulf Coast have the ability to recover at a high standard than previous to Hurricane Katrina.
How is HEART funded?
IRD received a grant from MDA to complete a database that would allow community agencies to locate affordable housing units for their clients. This repository will also serve as a reporting agent for those LTWH projects, Small Rental projects, and any agency needing demographic information on clientele who have been served via the HEART database. IRD and HEART database contractors, AGJ Systems, have worked diligently to make this database a user friendly tool to locate affordable housing properties. At this time, the HEART database has been solely funded by this MDA grant, but as opportunities to expand the capabilities arise IRD will seek additional funders.
